Ambassador B. Elias Shoniyin is a Liberian diplomat, academic, and development policy expert with extensive experience in international relations, governance, and foreign policy. He has served Liberia in several senior government positions and is widely respected for his contributions to diplomacy, public policy, and leadership development. He served as Deputy Minister of Foreign Affairs of Liberia from 2014 to 2019, where he played an important role in strengthening Liberia’s diplomatic relations with international partners. During his service at the Ministry of Foreign Affairs, he also served as Principal Deputy Minister of Foreign Affairs and at times acted as Acting Minister of Foreign Affairs, representing Liberia in high-level international engagements. In these roles, he participated in diplomatic meetings and negotiations involving global and regional institutions such as the United Nations, the African Union, and the Economic Community of West African States (ECOWAS). Ambassador Shoniyin was actively involved in international diplomatic coordination during the 2014–2016 Ebola outbreak in West Africa, helping Liberia mobilize international support and strengthen cooperation with development partners during that difficult period. Beyond government service, he has made significant contributions to academia. He serves as a Dean at the School of Global Affairs and Policy at Cuttington University Graduate School, where he teaches and mentors students in international relations, diplomacy, and global governance. He has also lectured at the University of Liberia Graduate School, contributing to the training of future leaders and diplomats. In 2019, he was selected as a World Fellow at Yale University in the United States, a prestigious global leadership fellowship that brings together leaders from around the world to engage in policy dialogue, leadership training, and international cooperation. Ambassador Shoniyin is also the Managing Director of Africa Development Management Associates (ADMA), a development and policy consulting firm that focuses on governance reform, institutional development, and policy advisory services across Africa. In recognition of his contributions to national service and diplomacy, he was awarded the Knight Commander of the Humane Order of African Redemption, one of Liberia’s highest national honors. He is also active in civic and social initiatives. He founded the B. Elias Shoniyin Education Empowerment Foundation, which focuses on supporting education and youth leadership development. Additionally, he is a member of Alpha Phi Alpha Fraternity, Inc., an international leadership and service organization. Overall, Ambassador B.
